What is a Training Package and why is it needed? (in a nutshell)
Safecity leads the way
Many years before the advent of formalised training for the Australian Security Industry, Safecity recognised the urgent need for structured and standardised training in the security and investigative industry.
Indeed,
we were the first security training providers to
produce, and submit for accreditation, a Certificate II in Security to the ACT
Accreditation and Registration Council.
The advice and guidance we received from ARC enabled us to produce a high
quality course which met the needs of the workplace and paved the way for future
programs.
The Minister for Education and Training Mr. Bill Stefaniak MLA officially opened
the first course at the Australian National University on 22 of August 1996.
The event was featured in PRIME and WIN news.
Safecity's Certificate
II in Security was well received by security professionals despite the fact
that, at the time, completion of our course was not a requirement to obtain a
security licence.

Findings of the Industrial Commission Cash in Transit (CIT) Inquiry sends shock waves throughout the industry
The Government inquiry in the NSW security industry revealed that the industry was poorly managed, legislation was inadequate, training standards were appalling and that trainers lacked basic competence in adult education.
As a result the NSW Police Security Industry Registry Unit was formed, and legislation was passed to attempt to improve the industry's overall standards.
One of the most significant factors that occurred was that approval of security training providers and training courses was delegated to VETAB, a respected Government Authority which regulates vocational training.
As a result of this requirement, a large number of "old trainers" in the Security Industry simply disappeared. Moreover, the much maligned "two day" mandatory induction course for security licence applicants was replaced with a competency based training course at Certificate II Level.
Whilst this prerequisite has not successfully eliminated all the unethical training providers in the industry, it has certainly created a positive atmosphere in which ethical, professionals training providers can flourish.

committed to the competency based training model of education.
The structure for the trainers is in place and a training package is developed.
One of the common complaints among professional security training providers was the absence of national standards for qualifications and training. By adopting the competency based training model, and by achieving legislative support in all states of Australia, authorities took the first step towards achieving national standards in training and qualifications recognition for security professionals.
Following extensive research a Training Package has been put together to provide easy-to-use resources to improve the quality of assessment and training in Security Services nationally.
Training Packages contain materials for:
• candidates (people
wanting to be assessed against the competency standards);
• learners (people working through a training process to
develop competence);
• assessors, trainers and enterprises.
These materials include:
Competency Standards
Standards have been developed for Security Services. These
standards say what you need to know and what you need to be able to do at the
required level in the workplace. They are called competency standards.
Qualifications
National qualifications have been created by packaging
groups of competencies together.

How do you gain a qualification?
Units of competency are packaged together into qualifications. If you decide that you want to gain a qualification you will need to think about what level of qualification you want to work toward.

Who recognizes these qualifications and training?
The courses and qualification are recognised nationally under the Australian Qualifications Framework. Licensing Authorities may require additional (or lesser) qualifications. There is a conscious effort at present to eliminate all obstacles to national qualification standards.
Explain the principle of Recognition of Current Competency (or Recognition of Prior Learning).
The principle takes into account competencies you have achieved through other studies, formal and informal courses and life experience. These competencies are evaluated and credits are awarded towards your course.
Competency based training is structured to help students enjoy the maximum value possible from training activities. This is an intelligent way of providing only the training skills you need.
